In one line

Five levels of how much an AI system is allowed to do on its own, from suggesting to acting without review.

Picture it

Learner's permit, then supervised driving, then solo on quiet roads, then the motorway.

Under the hood

Level 0 manual, 1 suggests, 2 drafts for approval, 3 acts with review after, 4 acts autonomously within limits. Each rung requires specific gates to be passed. Most enterprise systems should live at 2 or 3 and earn 4 per action type, not per system.
